Ordinance goes against Article 3: TRS

The TRS opposition to the ordinance merging 211 habitations of seven mandals of Khammam with AP stems from the fact that alteration of inter-State borders comes within the purview of Article 3 of the Constitution which entails the President to initiate the process and send it to the Assemblies of States in dispute for expression of views.

The party is of the view that the ordinance is hustled through by the Centre without taking the views of the Assemblies of Telangana and Andhra Pradesh which will come into existence on June 2. The resistance of the party to the mega project is also borne by the fact that it falls in the seismic zone. Party president K. Chandrasekhar Rao at a press conference in Delhi on Tuesday said he was not against the project, but only wanted its design changed to prevent displacement of tribals on account of submergence of their villages. He also pointed out that the project site was vulnerable to seismic activity. Joining the issue, TJAC chairman M. Kodandaram said the project would not only cause submergence of villages, but also destroy the flora and fauna.
